REHVA Seminar of toward Nearly Zero Energy Building in CCHVAC Conference, which was organized by China Committee of Heating, Ventilation and Air-conditioning (CCHVAC) and Federation of European Heating and Air-Conditioning Associations (REHVA) was held successfully during 18th National Academic Conference on HVAC in the morning of October 25, 2012.

Federation of European Heating and Air-Conditioning Associations (REHVA) was founded in 1963. Its headquarter is in Brussels, the capital of Belgium. It consists of 26 national HVAC organizations, including United Kingdom of Britain, France, Germany, Russia, etc. It has over 100,000 registered members. REHVA is the most influent academic association in Europe.

CCHVAC and REHVA signed Cooperation Memorandum of Understanding in Brussels on October 28, 2011. The MOU is to enhance the communication and information sharing, support mutual communication and visit, improve cooperation between relative technical committees, promote relative standards and codes, coordinate Chinese standard, European standard and international standard, sponsor international conference and exhibition and enhance the cooperative relationship between mutual organizations and members. This seminar was held under this MOU and it was the first time for REHVA to hold the seminar out of Europe. REHVA paid much attention to this seminar and send 7 exports from Denmark, Finland and Romania. The export from Japan was also invited to attend this international seminar and gave the speech.

To improve energy efficiency and reduce emission, European Union set the target of 20-20-20 in 2020, which was a 20% reduction in EU greenhouse gas emissions from 1990 levels, raising the share of EU energy consumption produced from renewable resources to 20% and a 20% improvement in the EU’s energy efficiency. To achieve this target, the EU nation set several concepts of low-energy building, ultra-low energy building, nearly zero energy building, zero energy building and even positive energy building and set long and medium development target and technical roadmap. This was the main reason that the theme of this seminar is Toward zero energy building. Focusing on this theme, four EU exports introduced European Commission’s recent achievement, heat recovery from the ventilation air in low energy buildings, low energy buildings improving the development opportunity of building energy efficiency in European and experience of building energy renovation in existing buildings.

Four exports of CCHVAC introduced China policies, target and standards for building energy efficiency, combined heat pump with thermosyphon and refrigerant injection/release for high performance of year-round operation, development trend of building energy efficiency technology in hot-summer and cold-winter zone and low-energy ventilation cooling and solar energy heating technology in China rural residential buildings.

CCHVAC and REHVA also made further discussion on the cooperation between CCHVAC conference and REHVA HVAC conference, cooperation of technical committee of ISO, coordination with ASHRAE, deep communication of HVAC technology and standardization.
